Islamic State Escalates Attacks on Civilians in Niger, Rights Group Warns
Niamey, Niger — The Islamic State group has intensified its campaign of violence against civilians in Niger’s troubled western regions, a human rights organization reported this week, raising alarm over a sharp rise in killings, abductions, and forced displacement.
According to a new report by Human Rights Watch (HRW), militants affiliated with the Islamic State in the Greater Sahara (ISGS) have carried out a series of deadly attacks in recent months, particularly in the Tillabéri and Tahoua regions near the borders with Mali and Burkina Faso.
“Civilians are increasingly bearing the brunt of these brutal assaults,” said Ilaria Allegrozzi, senior Sahel researcher at HRW. “Entire communities are living in fear, with many forced to flee their homes amid growing insecurity and a lack of protection.”
The group documented dozens of cases involving summary executions, looting, and the burning of villages, based on eyewitness accounts and satellite imagery. Local officials and humanitarian agencies have confirmed a surge in displacement, with thousands seeking refuge in overcrowded camps.
Niger, a key partner in regional counterterrorism efforts, has struggled to contain the threat posed by Islamist insurgents, especially since the military coup in July 2023 led to the withdrawal of Western troops and aid.
Despite efforts by Niger’s armed forces to push back the militants, analysts say the Islamic State is exploiting the security vacuum and growing humanitarian crisis to expand its influence.
The rights group has urged Niger’s transitional authorities to prioritize civilian protection and called on international partners to step up support for conflict-affected communities.
As violence continues to spread across the Sahel, humanitarian groups warn that the region is approaching a tipping point; one that could trigger further instability if not urgently addressed.
